According to standard regulations
 
On September 15, 2009, Russia promulgated Decree No. 753 "Safety Technical Regulations for Machinery and Equipment", which came into effect on September 25, 2010 and was officially implemented. The regulations stipulate the minimum safety requirements for the design, manufacture, installation, commissioning, operation, storage, transportation, sale and recycling of mechanical equipment to ensure the maximum protection of national safety and the environment.
 
On September 10, 2009, Russia promulgated Decree No. 720 “Vehicle Technology Regulations”, which stipulates the standards and requirements for Russian certification of all wheeled vehicles.
 
Certification process
 
1. Submit the certification application and product technical parameter description to the Russian laboratory and certification body;
 
2. After reviewing the application and technical description, the Russian certification body makes a resolution on whether to accept the certification project - РЕШЕНИЕ;
 
3. After receiving the acceptance decision, submit all necessary detailed product information to the Russian laboratory and certification body;
 
4. After evaluating the specific conditions of the vehicle, the Russian laboratory made an accurate quotation and test plan;
 
5. At this time, the test sample car should be prepared in accordance with the requirements of Russian experts;
 
6. Arrange Russian laboratory experts to go to China for witness testing and factory inspection;
 
7. The test results meet the relevant regulatory requirements, that is, the test passes；If the test results do not meet the relevant regulatory requirements, that is, if the test fails, the rectification needs to be carried out according to the recommendations of Russian experts, and the rectification plan and related graphic information shall be submitted to the Russian experts for review, If necessary, repeated tests are required, that is, for one or several projects, Russian experts have come to China for testing many times until all tests are passed;
 
8. The production conditions of the factory must all meet the requirements of the Russian certification body, and the unqualified items should be rectified according to the requirements of the experts until they are all qualified;
 
9. The laboratory forms a project test report based on the qualified test results and submits it to the relevant department of the certification body;
 
10. The certification body will review all submitted materials (reports, certificates, etc.). After the approval, the certificate applicant will be issued a GOST certificate and an industrial installation license (if applicable), and the end of the project will be announced.
