Scope of application
     Electric vehicle EN15194: 2009 certification scope. Continuous working power does not exceed 0.25kW;
     Battery with voltage not exceeding 48V and charger with input voltage of 230Va.c.
     Recently, the European Technical Committee Bicycle Committee TC333 discussed the final version of the CEN electric bicycle standard part in Brussels. The standard number is EN15194, referred to as EPACs, namely: electric power assisted two-wheelers. The formulation work of EN15194:2009 Cycles - Electrically power assisted cycles -EPAC Bicycles was basically completed, and the development of the new electric assist bicycle (EPAC) safety standard EN15194 was basically completed in mid-November 2008.The standard range includes: DC voltage not higher than 48V; maximum continuous power rating is 250W; when the speed reaches 25km per hour, the output is gradually reduced and finally cut off. Optimistic estimates, the new standard will take effect in July 2009.
     The new electric assisted bicycle (EPAC) safety standard is far more complex than the current CEN standard for traditional bicycles. The birth of the new standard is closely related to the electromagnetic compatibility (EMC) standard.
     EMC standards have been applied to all types of electronic equipment and vehicles in Europe, such as cars, motorcycles and mopeds. The purpose of the EMC Electromagnetic Compatibility Standard is to ensure the safety of people who use hearing aids or pacemakers while driving or riding an electric bicycle.It shows that electromagnetic pulses generated from the electronic components of the vehicle do not interfere with the hearing aids and pacemakers they use.Once the vehicle containing the electronic components has passed the EMC test, the CE mark will be affixed.All current electric bicycles sold in the market (with pedal function) are subject to EMC testing. The electric bicycle and electronic components with pedal function will be tested in the same way as the new EN15194 EPACs safety standard, as well as cars, motorcycles and mopeds. The EPACs test is different from the CEN test. Manufacturers can perform CEN testing on their own, in order to meet the EPACs/EMC standard, the entire system must be tested and tested again after each minor adjustment.
     The new electric-assisted two-wheeler safety standard was officially promulgated in the official EU daily newspaper and will be in line with the EU safety directive, “The manufacturer is obliged to ensure the safety of the products it sells on the market”。As far as the “market” is concerned, EN15194 refers to the 25 member states of the European Union plus Romania and four EFTA countries.
     The export of bicycles to the EU countries requires CE certification and the implementation of the bicycle standards of the European Union.Global technical service co. Ltd. reminds the relevant export enterprises to pay attention.
     Four CEN bicycle safety standards promulgated by the European Committee for Standardization on July 22, 2006: EN14764 (city car and station wagon), EN14766 (mountain car), EN14781 (race car), EN14782 "bicycle parts rack", EN14765 ( The baby carriage has been officially implemented since December 1, 2006. According to the EU Safety Directive 2001/95/EC, manufacturers must provide safe products to the market. The EU Safety Directive also stipulates that if a product manufacturer adopts EU standards for production and its safety performance level is covered by the above standards, the product is assumed to be safe.
