The introduction of PSE certification
 

Japan's new regulations on Electrical and material safety regulations, which replace the original electrical equipment regulations, are very complicated, taking mobile phone chargers as an example:
The handset charger belongs to class A products under the regulation. Class A products must be tested by the Japanese government authorized laboratories and METI management laboratories. Such as: JQA, LET, ULApex, Non Japanese laboratories, such as UL, are also authorized laboratories for such products (battery chargers and AC adapters). And China does not have a test room authorized by Japan at present.
 
Therefore, enterprises applying for PSE certification should first choose a Japanese authorized laboratory, and obtain inspection reports issued by this laboratory to demonstrate that the product meets the technical requirements of Japan.
 
Japan has two sets requirements of battery charger technical, customers can choose:
The first is the very traditional Japanese technical requirements
The second is technical requirements that are consistent with the IEC609502nd+A4
 
We suggest that Chinese customers choose the second, in this way, since China and Japan are IECEE-CB member countries, customers can first obtain CB reports in CQC, china, and then apply for the CB report to the above test room in Japan. If they use the first way, the CB report cannot be accepted.
 
If the product is designed to meet second ways, that is, to comply with IEC60950 standards for design, all the safety elements of the primary circuit, such as capacitors and thermal release, shall comply with the international IEC standard. If the product is designed in accordance with the first design, that is, in accordance with the Japanese national standards for design, all of these safety elements in the primary circuit shall comply with the national standards of Japan. It should be noted that if the method 1 is selected, the CB report is not accepted. Neither mode 1 nor mode 2 is allowed to be used in combination.
 
About factory inspection
The factory will be reviewed by the inspection institution before issuing the certificate. After inspection and factory inspection have meet the requirements, the PSE mark and the mark of the inspection institution are allowed to be used on the battery charger. 100% of the products are required to be tested, but different product testing items are different, it is usually a high voltage test and a protective earthing continuity test.
 
For the charger, the certificate is valid for 3 years.
The regulations require Japanese buyers to register with Japan METI within one month after the purchase of the goods, and the product must be marked on the purchaser name or ID, so as to supervise and manage the products in the future.
 
According to the product safety law, the responsibility for the safety of the products imported to Japan is entirely borne by the Japanese importer. Therefore, the importer must keep the inspection report and inspection record. Importers can also view inspection records through internet.
