    The CARB regulations are implemented in two phases (Phase 1 and Phase 2), with the first phase (P1), beginning on January 1, 2009, requiring the testing of formaldehyde emissions in sheets using the climate chamber method ASTM E 1333 or ASTM D 6007. It is stipulated that hard plywood (HWPW) must be less than 0.08ppm, particleboard (PB) must be less than 0.18ppm, and medium density fiberboard (MDF) must be less than 0.21ppm. The requirements of the second phase (P2) of the regulation will be implemented gradually from 2010. The regulations not only have requirements for the production of plate factories, furniture factories, importers, traders, retailers have strict requirements. The specific requirements for plate manufacturers are as follows
 
The formaldehyde emission of the plate must meet the requirements of the standard
 
Third party certification must be mandatory (the factory should establish a quality management system and a quality control laboratory as required)
 
Products must be labeled with a qualified label
 
From the above, we can see that in addition to requiring product testing to be qualified, the regulations also require the factory to establish a quality control laboratory and quality management system in strict accordance with the regulations to supervise its own products to ensure that each batch of plates produced by the factory are qualified products. This is the biggest difference between CARB regulations and other regulations, and it is also the most difficult point to obtain CARB certification.
