The toy noise standards set by the Harmonised Standards Group (CEN) authorized by the European Commission have been published. If approved by the EU, the new regulations will be implemented from August 1, 2005, and will have a direct impact on manufacturers exporting to Europe.

The new noise standard focuses on toys with detonators, including toy guns with detonators and other toys that make noise.

The current limit for toy guns with detonators is 140 decibels, but some EU member states, such as Austria, Germany and Sweden, consider such guns fired at a child's ear enough to cause harm.

According to EU regulations, EU member states have the right to ban the sale of goods they consider dangerous, so the above EU countries further said that if the noise standards are not revised in accordance with their requirements, they will ban the circulation of the relevant toys in the market. As a result of pressure from these member States, CEN has revised the proposed noise standard to more strictly limit the volume of sound produced by toy products, proposing the following new standard:

1. On the volume limit, the level of noise emitted by toys with detonators shall not exceed 125 decibels, which will be reviewed before the end of 2003.

(2) Except for toys with detonators, the volume level of all other toys shall not exceed 115 decibels.
